How much are ABC providers paid?
Providers are paid weekly rates based on what the provider charges their private paying clients. The total weekly rate ABC pays a provider cannot exceed the maximum rates established for the ABC program. ABC maximum rates are based on age of child, location of program (urban or rural), type of care, and level of care. ABC also pays an add-on bonus based on the level of care provided at Level A and B facilities.
How does ABC pay providers?
The official ABC payment document is the Service Voucher Log (SVL). It is a pre-printed log that lists all ABC children connected to the provider. It is sent to the provider by mail and when a provider reviews, completes, signs, dates, and returns the SVL, a check is sent to the provider with the next SVL, usually within 10-14 working days. DSS is currently working on a process to provide online SVLs and direct deposit for ABC providers.

Do ABC clients have co-pays?
Yes. The co-pay is assessed by the ABC Program based on the client's income and family size. Clients pay their co-pay directly to the provider. The ABC Program assumes no responsibility in the collection of client fees.
Does an ABC client co-pay change when I change my rates?
No. A client's co-pay is based on the client's income and family size and not on the cost of care.
Does ABC pay registration fees for clients?
Yes. ABC clients are allocated up to $100.00 for registration fees within a client's one-year eligibility period. The client is responsible for paying any registration fees charged above the client's allocation.
Does ABC pay transportation, field trip, or late fees for clients?
No. This is the responsibility of the client. The ABC Program assumes no responsibility in the collection of client fees.
Who pays the provider for charges beyond what ABC pays?
The client is responsible for paying the provider any differences in what the provider charges and what ABC pays.
