Basic Requirements for ABC Provider Enrollment

Level A


  • Facility must have a current license/approval with a history of compliance to regulations.
  • Facility must meet Part I of the ABC Level A Standards.
  • Facility must receive an on-site program review and receive an average score of 4.5 on the Environment Rating Scales (ITERS-R, ECERS-R, and/or SACERS) appropriate for each age group of children in randomly selected classrooms. Additionally, each classroom observed must earn a minimum score of 4.0 on the Interaction Subscale.
  • Programs must meet the non-corporal punishment policy of the ABC Program.
  • Programs must meet the ABC required staff-child ratios.
  • Must be selected by an eligible client.

Level B


  • Facility must have a current license/approval with a history of compliance to regulations, or legal exemption. Exception: Family child care homes may be registered.
  • Facility must meet Part I of the ABC Level B Standards.
  • Facility must receive an on-site program review on Part II of the ABC Level B Standards and receive a score of at least 80% or higher on the ABC Child Care Standards for each age group to be enrolled.
  • Programs must meet the non-corporal punishment policy of the ABC Program.
  • Must be selected by an eligible client.

Level C


  • Facility must have a current license/approval with a history of compliance to regulations, or legal exemption. Exception: Family child care homes may be registered.
  • Must be selected by an eligible client.
